Smoke and CO Alarm Requirements

Legal requirements for smoke and carbon monoxide alarms in rental properties.

Smoke Alarms

At least one smoke alarm on each storey with a room used as living accommodation. Must be in working order at start of tenancy. Test regularly and replace batteries.

Carbon Monoxide Alarms

Required in any room with a fixed combustion appliance (excluding gas cookers). Includes gas boilers, fires, and solid fuel appliances. Must be in working order at start of tenancy.

Testing Requirements

Test all alarms at start of each new tenancy. Document testing with photos/video. Recommend monthly tenant testing. Replace alarms every 10 years or per manufacturer guidance.

Penalties

Up to £5,000 civil penalty for non-compliance. Remedial notice gives 28 days to comply. Local authority can install and recover costs. Blocks Section 21 notices.
